Now you go with Bill and do the island stuff and then go to Viridian City. The gym's open now. Beat him then go to the Elite 4.

You need to defeat Sabrina in saffron city then go to viridian city and fight the last gym then go to the elite 4

When you leave Bill will be there and ask if you want to go to the islands. Tell him yes and you will take a boat there. If you already told him no then go to the Pokemon center and talk to him. After the islands you go to beat Giovanni in the Veridian gym.

Take HI Speed Sea Gallop 2 or High Speed Sea Gallop 7 from vermilion city where you went for SS Anne with Tri pass.

You need to go to island 2 and talk to a lost girls dad, then go to island 3 and beat the biker gang, and then enter the forest on the same island, find the girl in the forest and save her.
