Pichu will Evolve when it's Friendship rating has reached 220 out of 255.
Try these methods:
1. Catch Pichu in a Luxury Ball. A Luxury Ball will give a bonus point to every Friendship-boosting activity.
2. Give Pichu a Soothe Bell. If Pichu is holding this item, it will gain an additional Friend point for every Friendship-boosting activity.
3. Walk 256 steps with Pichu in your party. You can gain 1 Friendship Point every 256 steps.
4. Use Vitamin items to get a boost, such as Zinc and PP Max.
5. Level up Pichu to gain Friendship.
6. Give Pichu some EV-lowering berries.
7. Avoid fainting Pichu out in battle.
8. Do not use healing items on Pichu.
