WHAT IS GOIN ON?
I battled the electric gym leader and beat him in Fire Red and it won't show me that I have the badge, like when I press start and click on my name. And it has the other badges but not that one!!!

This sounds like a Glitch to me, unless you used Cheat Codes. Cheat Codes can make weird stuff occur.
I would suggest talking with Lt. Surge (Electric-Type Gym Leader). If he says the same thing he did after you defeated him, then I think you should continue the game. If you can continue through the game, I would worry about that.
