I have defeated the 7th gym leader but the the rocket guy wont l

I went to the rocket game corner and down to their hide out and defeated their leader but when I got back at saffron city the guy wont let me in what should I do

I believe you must also complete the Lavender Town storyline before you can access the Silph Company Building in Saffron City. You should have received the Silph Scope after defeating Team Rocket in the Gamer Corner. Now, go to Lavender Town and save Mr. Fuji in Pokemon Tower. After you do this, you should be able to go into and battle Team Rocket in the Silph Company Building in Saffron City.

Go to the Pokemon Tower clear that then go back to saffron
