The only way you can get to the island where Lugia resides is to download a ticket of some sort from a Nintendo Event, and I don't think they actually do anything for the GBA Pokemon games anymore either.

You can use the Encounter code on an Action Replay though. If you have one, turn it on and select Lugia as your encounter. You will then encounter him anywhere that you can find pokemon.

You can't get it normally in-game.
The only possible way is if you have a special ticket from a Nintendo Event.Or,of course,if you have a Gameshark or Action Replay.

To get Lugia, you need the Mystic Ticket. To get this you have to go to a Nintendo Event (or cheat.) Then, go to Vermillion city and talk to the ferry guy. Choose Eight Island (also known as Navel Rock) and go through the dungeon there. I'm pretty sure there are no trainers and no wild Pokemon (maybe Zubats.) You will come to a fork in the path. One path will take you to Lugia and the other will take you to Ho-oh. Or, you could get Pokemon XD: Gale of Darkness, beat the game ( really fun,) and purify Shadow Lugia. To purify Lugia, you must get all sets in the Purify Chamber to max tempo and place Lugia in Set1. Then, trade your Lugia to your Gba game (via GBA-GCN Link Cable, available on Ebay,) and gloat to all your friends about your new, powerful Lugia. =^)
