I'm sorry to tell you there IS no easy way to find Suicune, especially without max repels. You're going to need those if you want a larger chance of finding him. If you are really against using max repels, then simply go to areas that have huge patches of grass and look look look! Suicune is roaming Kanto wildly, and you can only find him IF you have already beaten the Elite Four. If you haven't, then you have to beat them and beat the game first. THEN you he will be roaming Kanto.
Until you spot him at least once, you won't be able to check his location on the Pokedex. But after you encounter him in the wild--- The best way to do this is to get a Pokemon at Level 50 and no higher, or a Pokemon in the high forties, and to use max repels in large areas of grass and look for him---then he will show up in the pokedex and you can check his location on it and start chasing him down. He will move nearly EVERY time you Fly to the location he's at, so try approaching him at different tactics. For example, on a Bike from two cities away, or on foot from two cities away. You'll find him eventually. But don't forget; beat the Elite Four first!

or try to use sweet scent with a repel on it doesnt even have to be a max because u stand in one place
