What is the UP-GRADE for? I have two and don't know what to do

To put it simply, Up-grade is a item meant to be held by Porygon. Should a Porygon be holding this item while being traded, it wil Evolve into Porygon 2. Otherwise, it does nothing. Hope this helps!

It is for porygon to hold and then Trade it while it is holding it and it will Evolve into porygon 2
