To get Surf, you have to talk to the man in the house hdden deep in the Safari Zone, youll know when you get to the house that it is the right house because it has pillars,in front of it

You must go in the Safari Zone and go to the house at the far end before time runs out.

Go to the Safari Zone and finish the safari zone and you will get Surf.make sure to get the golden teeth and go to the old mans house next door and get Strength.
