You go to fushia city and go into the Safari Zone from there try to make it to the far north west area of the park and your find some false Gold Teeth then go a house that is very near that area and you will get the hm Surf then leave the safari park and go to the wardens house (the one with a backyard "pool" in fushia city) and give the teeth to the warden he will then give you the hm strenght.

First go into the Safari Zone and find the Wardens teeth. Go inside one of the houses and and talk to the guy that sounds funny. He will give you HM Strength.
