I can use surf but I don't know where to get it can someone tell me where to get it?!!!

Hey what's up Surf is in the sarari zone in a house at the eastern side. It's takes too long to explan but look at the eastern side of the Safari Zone theres a house that has a dude inside talk to him he says congarts and a little more but gives you surf. This is the frist question I've ever answerd so I hope it helps.
