You can get the Super Rod around half-way of Route 12. Close to the place where Snorlax was sleeping there is a house, and inside the house there's a fisherman. Talk to him and he will give you the super rod.

1. Fly to Lavender Town.
2. Go south on the walkway surrounded by water.
3. Head south until you see a house that is sitting on grass.
4. Walk into the house.
5. Talk to the man in the house.
6. He gives you the Super Rod.
-OR-
Note: these steps are only for if you have woken up the Snorelax.
1. Fly to Vermilion City.
2. Run all the way to where the snorelax was sleeping.
3. Head North until you see a house sitting on the grass.
4. Repeat steps 4-6.
