The legendary birds cannot be found in Cerulean Cave. But Mewtwo can be found in there you just have to search.
If you want to catch the 3 birds here is were they are located.
Moltres - One Island - At the top of the volcano.
Articuno - Seafoams Island - East of Cinibarr Island.
Zapdos - Power Plant - Use Surf near the water near the entrance of Rock Tunnel.

You can only find them in their locations. You can only find Mewtwo in that cave.

Articuno: Seafoam Island
Zapdos: Power Plant
Moltres: One Island
Btw, I just noticed that they have Spanish numbers in their names. I havent played this in a while evidently...
