I would think it would be razor leaf, but any attack is good if you know how to use them.

Easy bulbasour's best move is razor leaf but when it evolves into a veanasour it's best move is solarbeam.but you can teach it FRENZY PLANT in the islands.that's a leaf types strongest move.
