Question for Pokemon FireRed

I tried the lady at cape brink WITH my Blastoise first in my party. She won't give it to me. She only says

''I perfected the ultimate move of its type... But will no one take it for future use? ...Hm? Hmmm! Y-you... Th-that BLASTOISE... ...No... I just mistaken''.

Thats all she says. I need more advice please.

I've never had that occur. Was Blastoise your Starter? She only teaches the attack to the Pokemon you started with. If it was, I suggest you try out anything you hear about or think of.

Its not always about that, all you have to do is to put your starter pokemon on the first place

You need to get your own personal Starter Pokemon and talk to her with it in first position and you'll get a "super" move like hyper beam except instead of being a normal type move its the type of your stater (I chose Squirtle at the start and I got hydro cannon water I'm not sure of the other moves yet) it's really really strong.

OK THE PEOPLE THAT SAY IT HAS TO BE YOUR Starter ARE WRONG. BECAUSE I TRADED SO I CAN HAVE ALL 3 OF THEM AND Charizard,BLASTOISE,AND VENUSAUR ALL GOT IT.
Charizard GOT BLAST BURN.
BLASTOISE GOT HYDRO CANNON.
VENASAUR GOTFRENZY PLANT.
EACH OF THEM DO 150 DAMAGE AND HAVE A 90 ACCUARCY.
PLUS THEY DONT HAVE TO BE LEVEL 70 BECAUSE MY Charizard IS THE ONLY ON ABOVE LEVEL 70.
ALSO IF U GOT A JOLTEON IT WILL GET A THUNDER MOVE I THINK.

You guys are all retarded. You only get one move. The Pokemon you choose has to like you a lot and be the first in your party. Whatever type your Pokemon is that's what type the move will be. And each move is the strongest of the type

I think your Starter Pokemon just has to like you a lot, and it doesn't have to be the one you own, it can be someone else's Starter Pokemon.

The only Pokemon in FireRed who can learn the ultimate move are the starters. If you chose Charizard as your Starter, it can learn Blast Burn; Blastoise learns Hydro Cannon, and Venasaur Frenzy Plant. These moves all have 5 PP, 150 ATTACK, and 90% ACCURACY.

However, your Starter needs to be at MAXIMUM FRIENDSHIP. You can go visit Daisy Oak in Pallet Town and she will indicate your current friendship level with the Pokemon in your first slot.

If she says: "It couldn't possibly love you any more than it does now. Your Pokémon is happy beyond words." that means that your friendship level is maxed out at 255, and your Starter can learn the move.

If she says: "It looks very happy. I wish could see this and learn something from it." that means your friendship level ranges from 200-254.

If she says: "It's quite friendly with you. Keep being good to it!" your friendship level ranges from 150-199.

If she says: "It's warming up to you. Trust must be growing between you." your friendship level ranges from 100-149.

If she says: "It's not quite familiar with you yet. Pokémon are all quite wary when you first get them." your friendship level ranges from 50-99.

If she says: ", I don't like the way it glares at you. Could you try being a little nicer to it?" your friendship level ranges from 1-49.

If she says:"…Um, it's not easy for me to say this, but… Is there some reason why your Pokémon would hate you so much?" your friendship level is at 0.

The only way your Starter can obtain this move is if it's fully evolved and has a maxed out friendship level of 255. Walking 512 steps with your starter, grooming it, giving it vitamins, gaining a level, and or challenging a gym leader or the Elite Four, can raise your starter's friendship level by various degrees. Trading your starter resets the friendship level to 70, while allowing your starter to faint or giving it bitter herbs will all decrease the friendship level by various degrees.

You know, I tried with my Charizard in my first slot.... And Whoa! She taught my Charizard "Blast Burn". Maybe, you should try once more or Trade over another Starter using " Link Local". Hope this helps.

Oh you need no max hapines if you started with any Starter for ex Charizard it will teach blast burn and if you caught the other 2(venusaur and blastoise) or traded them she'll also teach them frenzy plant(venusaur)
And hydro cannon (blastoise) but I don't know about other starters (gen 2 and 3) I have seen many sceptiles
Using frenzy plant in FR but my sceptile don't learn that

It is because in Pokemon gen 3 only Kanto starter Pokemon gets to learn these moves.Hoenn starter Pokemon doesn't learn that

Every Kanto starter Pokemon need max happiness even if it was your starter Pokemon to learn Frenzy Plant(Venusaur),Hydro Cannon(Blastoise) and Charizard(Blast Burn).Hope this help

Sceptile didn't learn Frenzy Plant because only Kanto Starter Pokemon gets to learn these moves in Pokemon game Gen 3
