Find the Sapphire gem for Celio. A scientist appears, takes it from you and gives you the password before leaving

Go to Seven Island, get the Sapphire and the scientist will steal it from you then and says the password while walking out. Now you can get in the Rocket Warehouse. I hoped this helped.
