The Lucky Egg is randomly attached to a wild Chansey (only available via FireRed and LeafGreen) and trade the Item over to Emerald Version.

you can only get it in fire red/leafe green it is attached to a wild chansey then trade it over to emerald

The Lucky Egg is attached to a Wild Chansey and can only be obtained in Pokemon FireRed OR LeafGreen Versions. In order to obtain this item in Pokemon Emerald Version, you must trade from Pokemon FireRed or LeafGreen to Pokemon Emerald.
