1. There is no possible cheat code as Arceus is a Gen IV Pokemon and Pokemon Emerald is a Gen III.
2. You can only obtain Arceus in the following games: Diamond, Pearl, Platinum, Heart Gold, Soul Silver, Black, White, Black 2, White 2, X, Y, Omega Ruby, Alpha Sapphire, Sun, Moon, Ultra Sun, and Ultra Moon.
