When does lombre start to learn water moves? What is the best level to evolve lombre?

It only learns Hydro Pump at level 49. You can teach it Water Pulse, Rain Dance, Surf, Dive and Waterfall via TM/HM, though, so it isn't exactly lacking in the department.
It also learns Water Sport at level 31, which is a near-useless move, and it learns Water Gun from it's Egg Group, which is a weak move you're not likely to want to use.
As for when it's best to evolve it...well, whenever you want. With Evolution Stone Pokemon, though, I try not to evolve them immediately as I feel it's a little too much power too soon.
