I don't know the moves or EVs, so I can't really give you the greatest answer. I would say yes, if the levels were a bit higher. With ones that low, you might have a bit of trouble. You might want to look in on the Team Rating forum, if you want a better answer. You can find it here.

I've never been much of a Wailord fan myself. It grows insanely slowly and certainly isn't the best of Water types. Blaziken and Gardevoir are both great pokemon. Armaldo I've never really used, but is pretty good with the right moves. Tropius is decent, too.

It's hard to judge the team when I don't know the movesets (don't worry about the EVs Forgoten_Scars has mentioned, because they don't matter with in-game teams unless it's for Wi-Fi battling). However, if the moves are good, you shouldn't have much trouble in the Pokemon League (I always find I abuse Gardevoir in the Pokemon League, and mostly ignore the others).

If you can post the movesets, possibly in the following link to our Pokemon Team Ratings Forum, that would be great, and I can evaluate more closely how prepared you are.
