Normally, you can't.
There is the option of using the Encounter code with an Action Replay, so that you can encounter them in the wild. It's something to consider if you really want to get them.

Like Volke said you can only get them without trading by using an Action Replay

It's easy if you use the emulator such as VisualBoy Advance. Just write this game shark code and you get the other two starter of Hoenn Region.
