Er, excuse me... What I mean is, you're given it right after Rayquaza makes his appearance. You don't have to search for it or anything. Just be patient.

You get it after Groudon n Kyogre battle until Rayquaza appears. Then, you'll be able to get to the Gym Sootopolis. Get in and battle with the gym leader and win the battle. You will get those HM Waterfall.

Right after Rayquazza leaves Sootopolis, you get it handed over to you, no searching required. WHat is required though, is patience.
