My dumb friend gave me this game and he has everything (including all the gold symbols from the battle frontier) so I don't want to delete the file but he only has 6 Pokemon (now 8 because of me and my strongest Pokemon is a level 32 sharpedo that knows waterfall, surf, crunch and dive. I have no master ball but I REALLY need groudon to complete the national pokedex (same with kyogre) so can anyone help. Please reply ASAP.

Kyogre
Beat the elite4. Go to the Weather Institute and talk to the professor in the
First floor. He will tell you where to go next. (Route 129)
Groudon
Beat the elite4. Go to the Weather Institute and talk to the professor in the
First floor. He will tell you where to go next. (Route 118)
It is possible to catch groudon w/o a master ball as I have done it. You can catch it with just a plain pokeball though chances of just a plain ball are slim so I suggest ultra ball. So I suggest that you save just in front of groudon before you battle him then weaken him down and try to catch him. If he dies, you run out of pokeballs, you're deafeated, you accidently run, etc. Then restart and try it again.
I don't see how he beat the game with Pokemon all under level 30. But to get Groudon and Kyogre go to the Weather Institute and talk to the main guy there and he will tell you where they are.
First off You might want to train those Pokemon up to around lev 50 or above because Kyogre and Groudon are at lev 70. Getting at least one strong Pokemon with False swipe is suggested but not absolutely needed. Also a string grass type is good for both of them. Stocking up on ALOT of timer and ultra balls is a good idea. Have some poke and great balls too, because changing it up a little works for me.
Thier Movesets are:
Kyogre: Hydro Pump, Rest, Sheer cold, and Double edge
Groudon:Fire Blast, Rest, Fissure, and Solarbeam
