I'm playing Pokemon emerald right now..
Can I get the new Pokemon like turtwig and the rest..
Is it possible?

Some pokemons are not available in Pokemon emerald like surskit, turtwig, etc. But you can still get it by trading with your friends through game boy or ds.

Unfortanately no you can't,
But if you have Pokemon diamond , pearl or platinum than you can get your Pokemon from older Pokemon advanced games like Pokemon emerald by going to pal park at the end of the route near sandgem town ( I think it's either called route 202 or route 216) andbut you have to of completed your sinnoh pokedex and shown it to prof. Rowan.

It is not possible to take new Pokemon from Diamond and Pearl to Emerald, but you could bring your Emerald Pokemon to Diamond and Pearl.
