I defeated the twins for my seventh badge and I thought I recieved Dive as a reward for winning. I can't find it and in order to go any further I need it so is there any way I can get dive now.

Go to the museum or whatevr it is called. On your way, you will see a bunch of magma grunt go towards it. Go inside. Team magma is taking over the building!!! Basically, beat all the magma grunts, go to the second floor, beat all those magma grunts, the you will fight maxie (magma leader) and the admin in a double battle. You will be paired up with steven. After being defeated, them magma will leave. Steven will tell you to come to his house because he has something for you. Go to his house, which is the one in the top left corner of the city, and he will talk to you and give you dive.
