I think you have to have all the symbols for accomplishments in the game.

Standard Complete(all 200 standard chips),Giga Complete(get all five megachips)Bass comploete(defeat all the forms of Bass) Secret complete(get all 15 secret chips) and game complete(complete the game.),MegaComplete(get all the mega chips-40) Then the advance forms of the cybeasts should either be in Underground or Undernet areas.

No there is only Gregar, GBeast, Gbeast EX, Gbeast SP, and gregar SP is the last one.
