Question for Mega Man Battle Network 3 White

Please help me I'm desperate I need to get to the tv station on beach street to play in the N1grand prix and not the one when you have to save Gutsman and the other two. One more question how do I get the tally to get past the one viruswho won't let you get past.

I don't understand your first question, but you get the tally from one of Tora's missions.

I think it's later in the game.
