First, use the walk through walls cheat:

Head back to our Pokemon Sapphire Action Replay Codes page for a load more codes and tips for Pokemon Sapphire.
Go in the safari zone front desk area and go left in to the empty black. Go around the desk and enter the safari zone. The exit will be blocked so go left through the wall.
Walk in some grass until a battle starts. You will call out your Pokemon and fight like you were in the outside world.
You also have no step limit.
