When you go to the underwater base, go on one of the teleporters in the room with around 20 teleporters (you will know it when you see it). There will a room with four pokeballs inside. 2 of these are electrodes and 2 are items. One of these items is a master ball. Keep the master ball until you find Groudon. Use the master ball and there is 100% chance you will catch it. Have fun and I hope this helps.

P.s. Using groudon against the elite four is easier than not using it!
