This requires an Action Replay or Gameshark. In the beginning of the game go to find Prof. Birch.

When you find him choose Mudkip for an easy win against Poochyena. Later, when Prof. Birch gives you Mudkip save your game.

Now you insert your Action Replay/Gameshark and select your game.

Now that you have the cheats you should get them into the game one at a time. Save between each of them and afterwards.

Next time you turn on the game enable the rare candy cheat with your action replay/gameshark.

Raise your Mudkip to level 50 or higher, Since it was your first pokemon it will always obey you. Also evolve Torchic and Treeko into their second forms now beat the gym leaders and for each badge you earn level up Tochic(or other forms) and Treeko(or other forms) until they are one level under what the badge allows.

When you earn your last badge use the pokemon 1 max stats cheat to raise their stats to the max now go take on wally at the victory cave thing then beat the Pokemon leauge and champ.

Ta da, you can now catch Rayquaza and Latios. If you have the infinite masterball cheat like I did you should have caught Groudon too. Level them up to lv.100 And you have the best pokemon team in all of Hoenn. Now to catch the Regi's.

Note: you have to do this in order or it probabley won't work.
