To get the moves above you have to go to two island. Your starter has to be in front. Go to the house farthest northeast.

The lady will talk about the ultimate move. Show her your starter. If she likes it shell teach it one of those moves above this text.

I don't know if you can teach it to the johto starters or the hoeinngn starters, but it works for the kanto starters.
