First you need to get a dratini. You can either buy one from the game corner in cerulean or use a super rod in the safari zone. Train it to level 65. It should have already evolved into a dragonair on level 30 and a dragonite at level 50. You should teach it flamethrower, hyper beam, ice beam. By now it shouldalready know outrage. These moves will make it damn hard to beat. My one is level 100 (i never used cheats and I used about 4 rare candies on it. But it hasnt died since level 40!!!!!!
