To get a Bagon to know hydro pump you need a female Bagon for this (bagon are found in meateor falls in the small room) then fly to sootopolis city and catch a male garados that knows hydro pump (it learns it at lvl 40) breed them at daycare and you should have a Bagon that knows hydro pump

Ps if garados knows dragon rage or flamethrower it will know them aswell
