Just before you go to defeat the Elite 4 head to Mossdeep/Pacificlog(if you have been there).Head back to where you found Rayquaza.Catch him as his at lvl 70 and he can easily defeat the elite 4.Just make sure to have some revives,hyper potions and another stong pokemon as Drake and Glacia can hurt Rayquaza badly.
