you dont, just get a nidorian and lvl it up to lvl 14 where it will learn how to use double-kick, which is effective against rock types

or get a mankey and level it up to an easier level nine to take down Brock

Best way to beat Brock is to get a Butterfree. Level a Caterpie to lvl 10. Butterfree gets Confusion which is really strong.
