Ok, LT Surge isnt one easy fellow to find, you have to find every rubbish bin in the gym to look for the switch, if I'm not wrong, if you get it right, you can get to him.

To get to LT. Surge. You have to keep going around to garbage cans. If you find one that has a switch under it you have to find the other one. If you don't in one try it resets and you have to start the process over. By the way if you don't get both switches on the same try they both move. So just keep trying until you get both.

you gotta guess the switch in the bins. if you guess correectly, then the the other switch is in the bin right next to the first one

Try the corners of the room to find the first switch. The second switch will be in the barrel next to the first switch

yes it is right above the bin in the first lock

OK first in the bottom left corner pick the bin there. Use Ground Rock type Pokemon for better fight versus the gym leader. Then pick the switch right above it. Easy right hope this helps I play Pokemon yellow all day maybe not on gameboy but on computer I think playr is a good website for gameboy games.
