1) they don't evolve on that game you must equip them each with a certain item then trade them to someone else. Onix and scyther - metal coat. Polywhirl - kings rock(polytoad) or waterstone to get a polywrath. Porygon - upgrade(get this from the old team rocket building in the city where the phychic gym leader is.
2) from the guy that is in the backyard looking where the cave mewtwo used to reside in.
3) I believe it will be @ 47 or 48
1,poliwhirl needs a water stone, the rest needs to be traded to evolve

1.Onix-make it hold a metal coat and trade with a friend.
2.Scyther-Do the same thing as you did with Onix.
3.Poliwhirl-Water stone,or Kings rock.

7.Dragonair evolves at level 55.
Here are the answers:
1. Onix must be traded while holding Metal coat to evolve. The same goes for Scyther. But unless you can copy your items you will only be able to get one of them. Use Water stone on Poliwhirl to make him evolve into Poliwrath, or trade him while he holds King's rock. Porygon must hold Up-grade and be traded to evolve. Haunter must be traded to evolve (he won't need any items). The level doesn't matter for these Pokemon to evolve.
2. Itemfinder can be found by the adventure guy in Ecruetak (don't know how to spell it) city. It's the city where you fight the fourth gym. Look in one of the buildings.
3. Dragonair evolves into Dragonite at level 55.

In order to evolve Onix, you will have to trade him with a friend while holding a Metal Coat. Same with Scyther. Haunter needs to just be traded, it doesn't need to hold anything. Poliwhirl evolves by using a Water stone which I think can be obtained in the Poke'mart in Celadon in Kanto. And, for Porygon to evolve, you have to trade it while it is holding an Up-Grade. Someone gives you the Itemfinder in Ectruteak. And...Dragonair evolves at level 55.

the level that dratini evolvs is in lv30 then dragonair evolvs in lv55 which is dragonite
