Nope. They have to be imported from Red, Blue, Yellow, or a cheat device.
No because they aren't in this game to capture. The only way to get them would be to use a gameshark. Trade them from a Red/Blue/Yellow version if you want them bad.

Sorry, but no. But can get both of them in Red, Blue, and Yellow. Mewtwo is in the cerealun cave. And mew, you can get by doing the cheat. To get that, go to the red version cheats.
