You catch Pikachu above the city of the eighth Gym in Kanto(so you can't catch him in Johto sorries) and Syther, as far as I know of you can ctach him in the Bug contest only in Crystal...but, using the time machine you can trade between Yellow/Blue/Red and Crystal to obtain a covetted Syther!
Oh and heres a hint...when making a Team to face Falkner at the 1st gym, do this...
1. Get a pikachu from yellow/blue/red or gold/silver.
2. Train him to about lv. 10.
3. DON'T go over lv. 10 because he'll disobey you...anyways, he'll disobey you until you reach the 2nd gym, but I think you can sacriface it!
4. Then while at lv.10 or whatever kill Falkner!!!!!!!!!!!!

Yup. You can only find pikachu in kanto. I wish we could find him in jotho! :(
