In order to change your Radio to Channel 10.5, you must simply move it to that Channel. However, you might not get signal. Buena's Password can be found on that Channel every night from 6PM-12AM. During that time, you can play along and earn points.

In order to earn points, you must find out the Password for that night then go tell Buena the Password in the Goldenrod City Radio Tower.
