Pikachu actually doesn't evolve by level. The only way to evolve it is to use a Thunder Stone on one. You can buy them at the Celadon City Pokemart.
It also appears that there is a glitch that if a Pikachu and Growlithe both participate in a battle and both gain exp, and Pikachu levels up, Pikachu will evolve. I haven't tried it myself, but it looks like it might work. It's still probably easier just to use the Thunder Stone, though.
