Having trouble making balconies on 3rd floor

On a premium sized lot, I've built five separate buildings (townhouses). I want to create that "rooftop patio" look on each building, on their third floors, but it won't let me. (I'm trying to copy Make2's Gated Community build on Youtube, if you need a reference).
I can create balconies on the second floor - the designated yellow-lined area is right next to the buildings, and my balcony attempts are green. But when I switch from the second to third floor, all my attempts are red - and the designated yellow-outlined area jumps a square away from the building, not letting me build any balconies. It won't even let me draw balconies right on top of my buildings, since the yellow-lined area is not against my buildings.
I've had three story builds before and had no problem creating balconies on them (it was on a Houseboat, though - don't know if that matters). I just wanted to know if anyone else has had this problem, and knows how to help.

I am also having issues with the balconies. I was trying to edit mine, so I deleted a 6x1 row of existing balcony, now it won’t let me add it back. There are no yellow lines on the third floor at all! I wasted a lot of money adding and deleting rooms and balconies trying to fix it.

I am having the same issue as well. I just deleted a 4th floor courtyard and cannot rebuild it.

Thanks for your replies, guys. I'm upset it's happening, but I'm glad I'm not an isolated case. I don't want to delete my third story altogether because it would be a lot of money wasted.
I wonder if it's a glitch/error from the recent update for Valentine's Day?

I think it is because I just built a 5 story house last week and had no problem with a 4th story balcony...not sure what to do

If you have't gotten an answer yet, I've heard it's an issue with basements since a recent update. Supposedly, if you have no basement or delete an existing one, you should be able to make 3rd floor balconies.

I'm having the same exact problem. The yellow squares and all are doing the same. The bad part is i was just trying to modify what I already built, but it was acting weird (not letting me expand one more out even though it was only one row on top of room below). So I ended up deleting all rooms and balconies to see if that would fix the problem It didn't 😒

I was having the exact same issue and I’m so glad I came across this post! What you have to do to fix the balcony issue is delete your basement area completely. You will then be able to build the balcony on the third floor. You can later go back and build the basement area. Hope this helps!!

I don't have a basement and my 4th story is doing exactly this. The yellow balcony line is a square away from the building. Hopefully it gets fixed.

Does anybody have more answers for this? I’ve deleted my basement area and it still isn’t letting me add a balcony to the 3rd floor!!!!

I have the same problem with balcony, and i camt build a balcony on third floor which i can before, I tried complaining via email but no avail.
