Why can't i proceed to level 11 when i have a full xp
I have all quests except build a bridge and that needs additional contents downloaded, I don't have enough space available for the download
I have unlocked more sims .
My xp is full but I can't seem to go to level 11 still

Perhaps it look full but isn't quite. Try growing some crops, Cooking/Baking, buying things, doing hobbies, even going to work. You could even try buying another plot of land as that is the cheapest.
