You have to actually buy either Simoleons, Lifestyle Points, Social Points or Special Packs from the online store in Sims Freeplay to earn VIP Points.

You have to buy Simoleons LP.and SP and it comes with VIP points. However you need 15 VIP points to get to level.one

I use Google Opinion Rewards, available on both android and iOS. It's a free google app where you answer questions and get real money but not a lot. In time you can get enough to buy something. I've used it for years and not paid for anything on the appstore. But do check the app often in the beginning as it seems to be more active if you check it every few days.

Honestly, VIP Points have to be the stupidest thing Sims has created. In order to earn any type of VIP Points you must make an IN app purchase. You need 15pts for 1 VIP point. You cannot buy VIP Pets with LP's or Simoleons.🤦🏾♀️ The only way to get it is with real money, hence why my VIP Items will never be unlocked.
