Where can I find the generator on level 3

It is in the building to the right of the dam.
I can not click on the generator building
I thought you had to level up in order to open the door to the generator, so I did random tasks until I hit level 19. Until I saw some video opening it at lvl 17. So closed out the game completely, and restarted after I hit lvl 19. Then I used John to click on the door of the building right in front of the dam. (To the left of the 'office). I clicked everywhere, until accidentally hitting the BOTTOM of the door and it turned into gears and opened.
Imagine if the whole door has vents on the bottom. That's where you should click. Not on the little green box that looks like wires/breakers, but the bottom part of the door. That's where it registered. I've seen other posts using Tilly, but I used John and it opened. After you turn on the generator, it needs fuel and so you click on the little orange machine also in that room, but on the bottom left.
