I want to soft reset more then a shiny starter, somi need to know if I can get a shiny kyogre. Or other shiny legends such as manaphy or phione or arceus if possible

Once Pokemon Alpha Sapphire has been released, you should be able to do Software Resets in order to get a Shiny Kyogre In-Game. You were able to do Software Resets in order to get Shiny Krogre in Pokemon Sapphire, so the same should be able to be done in this remake.
You'll also be able to trade for Shiny Kyogre and other Shiny Legends in Pokemon Alpha Sapphire. However, Shiny Arceus doesn't legitimately exist. Shiny Arceus can only be hacked.

Kyogre, Groudon, Rayquaza and Deoxys are all Shiny Locked. Unless you have a shiny one of those 4 legendaries I just stated from a previous game or like to spend over 2 hours searching on GTS or Wonder Trade, you will not be able to get one.
Shiny kyogre is shiny-locked which means it can't be shiny. As for the other three, shiny phione might be possible with a bloody lucky breed, but don't quote me on that and as for mythical Pokemon I don't think you can shiny manaphy or arecus without it being hacked.
It's possible to get one, but a legit encounter is Super Ultra Rare. Same for the other two Pokemon. Most people now just use cheat codes to obtain them, using a Action Replay or GameShark device.
