Tight Turn

You can perfrom a tight turn on a fixed spot without going anywhere if you press the brake and accelerate at the same time. This maneouvre is particularly useful in battle modes.

Recovery Boost

When Lakitu has retrieved you from falling into an abyss you can get a boost if you press the acceleration at the exact instant you hit the turf.

Tanooki Propeller

If you get a Tanooki tail while you are underwater you will be able to get a big boost by using it as a propeller.

It will have 16 Retro courses from across the SNES to the Wii, 6 battle courses, three of which are retro, 16 characters to choose from, and 16 new tracks to choose from.

Is Mario Kart 3DS going to have more caracters? And what are the newer stages it is going to have?

Not much is known as of right now about Mario Kart 3D. Nintendo is trying not to reveal to much information about any 3DS games this year, so they won't build up to much hype. They still want the Nintendo DS to do good this holiday season, so information will be rare. You can expect more information by late January 2011 though, that's believed to be when more information will be released on many nintendo 3DS first party titles (Paper Mario, Mario Kart, Legend of Zelda, ect). But, the little that acually is known is:

And the stages that have been shown in the screen shots aren't titled yet.

One thing I would like to note though, is that in one of the screenshots nintendo revealed there is Miis in the background cheering Mario and Luigi on.
