At the 'Main' menu go to the 'Shop' Option and select the Feather Charm item and press 'Up' 5 times. When you do this you will be able to talk to the girl who runs the store (Maya) who will tell you that she will join your team if you pay her 1000 gems.
The barkeep Lilith becomes a playable character when you select her over and over at the bar and buy her for 1000 gems when prompted.
