There are two ways to do it - you either enchant the rod directly using the table (it requires high level points) or you end up with the fishing enchantment while enchanting books in which case you enchant using the book.

I suggest that you use an enchanted book and then use an anvil. You then put the book in the sacrifice slot (the one to the right) then put the fishing pole in the other one, it might not work so try it multiple times. To know if it won't work an "X" will appear on the arrow showing that it will fix the item.
