First you need to pickpocket the Imperial Prison guard, the Guard inside the Imperial Prison. Steal the Jail key. Next, go to the jail cell you always end up in when arrested and unlock it; go inside. Now do the Dupe Cheat on the key until the cell has alot of keys on the floor. So now you can escape the Imperial Prison everytime you go there.
