Ok this glitch, cheat, whatever takes a really long time. First you need to duplicate a lot of paintbrushes. Then go to White- Gold tower in the Imperial City. Make a staircase of paintbrushes by dropping one and jumping on it then dropping another. Get up a little ways, 30 or 40 feet I think, and jump off into White-Gold tower, you should go through it into the bottom under everyone. Now you can go on a killing rampage and never get hit.....although the occasional guard does find his way down there with you.
